Based on assessed value, not purchase price. Property tax is $430,000 × the mill rate ÷ 1,000. Totals exclude discounts, metered water and Paradise’s per-bin refuse charge. Sources: each municipality’s 2026 rates, linked below.

How property tax is calculated in Newfoundland and Labrador

Multiply your assessed value by the mill rate and divide by 1,000, then add the water tax. In 2026, St. John’s residential rate is 9.1 mills for homes with water and sewer, plus $700. A home assessed at $430,000 pays $3,913 in property tax plus $700 water, or $4,613.

A mill is $1 of tax for every $1,000 of assessed value. So 7.4 mills works out to 0.74% of your assessment, and 9.1 mills to 0.91%. The water and sewer fee is a flat yearly charge on top of that.

Assessed value vs what you paid

Your tax is based on your assessment, not your purchase price. St. John’s 2026 assessment notices use a January 1, 2024 base date, so an assessment can be higher or lower than what a home sells for today (City of St. John’s). A home you buy for $430,000 may be assessed at a different amount, so check the actual assessment before you budget.

St. John’s

St. John’s has the highest residential rate of the four: 9.1 mills for homes with water and sewer, 8.6 mills with one of those services and 8.1 mills with neither. The 2026 water tax is $700 per unit, up from $690 in 2025 (City of St. John’s tax rates).

  • Two residential bills a year: January–June and July–December. The due date is printed on each bill (City of St. John’s).

  • Arrears are charged interest of 1.25% a month, compounded (City of St. John’s).

  • Seniors receiving the Guaranteed Income Supplement (GIS) can get a 25% reduction.

Thinking about buying in the city? See St. John’s real estate.

Mount Pearl

Mount Pearl’s 2026 residential rate is 7.7 mills, with a $200 minimum tax, plus a $625 water and wastewater fee per unit (City of Mount Pearl tax rates, Budget 2026 rates and fees).

  • The tax notice is paid in two instalments. Check your notice or the City for the 2026 due dates.

  • The City has a low-income policy that can include an interest exemption and partial deferral. Ask the City whether you qualify.

Paradise

Paradise has the lowest residential rate of the four in 2026: 7.4 mills, with a $625 water and sewer fee ($312.50 if you have only water or only sewer). Both are unchanged from 2025 (Town of Paradise 2026 schedule of taxes).

  • 2026 taxes were due March 13, 2026. Arrears are charged 1% a month.

  • The 2026 schedule also lists a $25-per-bin automated refuse charge. It isn’t included in the table above.

  • Paradise replaced its age-based seniors discount with income-based assistance in 2026 (Town of Paradise 2026 budget). Contact the Town for eligibility.

Conception Bay South

Conception Bay South’s 2026 residential rate is 7.6 mills, with a $100 minimum tax. Water and sewer is $665 ($500 water and $165 sewer), up $30 for 2026 because of higher regional water costs (CBS Budget 2026 at a glance, CBS budget and rates).

Check your tax notice or the Town for due dates and any tax relief programs. See Conception Bay South real estate and downsizing in CBS and Paradise.

Is the lowest tax the cheapest place to live?

Of the four, Paradise has the lowest 2026 residential mill rate at 7.4 mills, then CBS (7.6), Mount Pearl (7.7) and St. John’s (9.1). With flat water and sewer fees included, a $430,000 assessed home costs about $3,807 in Paradise and $4,613 in St. John’s, an $806 difference.

MY TAKE

“Personally, I wouldn’t choose where to live based on taxes. I put lifestyle needs first: commute times to work, hobbies, groceries and so on. If it lands in a lower-tax town, that’s a bonus!”

— Jay Schwartz, REALTOR®

Property tax is one line in your budget. Home prices, commute time, and the services and amenities you want close by can matter as much or more. Compare the communities in Jay’s area guides, and if you’re relocating, start with moving to St. John’s, Newfoundland.
